ICE Just Made A Rare Public Plea To A Democrat Governor Over An Illegal Immigrant With A 25-Charge Rap Sheet


It’s not every day that ICE goes public with a direct plea to a sitting U.S. governor.

But that’s exactly what just happened — and the reason is the kind of story that should make every American’s blood boil.

A Democrat governor in a deep-blue sanctuary state is now being publicly called out by the federal government over a Guatemalan illegal immigrant accused of a horrific crime against a woman in broad daylight.

And wait until you see this suspect’s rap sheet.

Here’s what just hit the news:

The Department of Homeland Security took the unusual step of publicly pressuring Virginia Gov. Abigail Spanberger on X this afternoon — demanding she not release the suspect back onto the streets:

The story itself is as disturbing as they come.

Around 6 a.m. on Sunday morning in Arlington, Virginia — just miles from Washington, D.C. — a woman was waiting for her rideshare when a man allegedly approached her and attempted to force himself on her.

She tried to escape. She fought back. Two good Samaritans had to step in to save her.

Fox News broke down what authorities say happened:

Fox News Digital has learned that the Department of Homeland Security has asked Spanberger and “sanctuary politicians” in Arlington, Virginia, to honor a U.S. Immigration and Customs Enforcement detainer on a Guatemalan illegal immigrant charged with attempted rape.

The illegal immigrant, Luzvin Orvando Garcia Moran, 28, faces charges of abduction of a person with intent to defile, sodomy by force or victim helplessness and assault in an alleged attempted rape, according to DHS.

Local outlet ABC7 reported that Garcia Moran allegedly approached a woman waiting on a rideshare around 6 a.m. on Sunday and attempted to force himself on her. She attempted to escape multiple times but was grabbed, shoved against a wall and assaulted. The outlet reported that two good Samaritans intervened to stop the assault but that the assailant escaped.

Garcia Moran is now being held without bond at the Arlington County Jail.

But here’s where this story takes a darker turn — because according to federal authorities, this was not his first run-in with law enforcement. Not even close.

Journalist Jennie Taer summed up the allegations in a detailed post on X:

According to DHS, Garcia Moran has a jaw-dropping criminal history — and a jail system that kept turning him loose.

The Department of Homeland Security laid out the rap sheet and put the blame squarely on Virginia’s sanctuary policies:

According to Arlington County Court records, Moran has at least 25 prior charges dating back to 2020, including nine counts of being intoxicated in public, assault and battery, disorderly conduct, attempting to disarm a law enforcement officer, and several probation violations.

Arlington County is just miles away from Sanctuary Fairfax County, where illegal aliens have committed 75% of murders in 2026.

“Virginia’s sanctuary policies allowed this illegal alien to go on a crime spree,” said Acting Assistant Secretary Lauren Bis. “Despite prior arrests by law enforcement, this criminal was released from jail multiple times before he went on to commit this attempted heinous rape. We are calling on Arlington County sanctuary politicians and Governor Abigail Spanberger to commit to not releasing this criminal from jail back into our communities. How many more times must they release criminals into our neighborhoods to create more innocent victims?”

And one of the most stunning details just emerged this afternoon — a probation officer reportedly warned an Arlington judge LAST YEAR about exactly what this man was capable of:

A probation officer said out loud, in writing, that this man was “a danger to self and others.”

And he was released anyway.

Now a woman has been brutalized, and the federal government is having to publicly beg a Democrat governor to just hold a repeat violent offender in jail.

The political problem for Gov. Spanberger — who took office this January after a campaign that leaned heavily on her sanctuary-friendly policies — is only getting worse. Fairfax County, which sits right next door to Arlington, has seen illegal aliens charged in 75% of this year’s murder cases, according to DHS numbers.

The pressure to reverse course is mounting.

Whether she’ll finally listen — or whether it will take another victim — remains to be seen.
