A Democratic congressional candidate in Hawaii is back in police custody after a confrontation at a Maui beach exploded into violence.
And this time, the whole thing was caught on camera.
Kirill Basin, 40, was arrested Saturday following an incident at Keawakapu Beach in South Kihei. Police charged him with two counts of first-degree terroristic threatening and set bail at $1 million.
The trouble reportedly began with a simple request: turn down the music.
According to Honolulu Civil Beat, a 61-year-old man asked Basin to lower the volume of music he was playing at the beach.
Police say Basin responded by implying that he had a gun and threatening to shoot the man’s wife. The dispute then drew in another beachgoer who tried to intervene.
That intervention led to a physical altercation. Investigators allege Basin armed himself with a knife and threatened multiple people as the encounter continued on the grass near the beach.
Police say Basin eventually threw the knife into the ocean. A bystander recovered it from the water and turned it over to officers, giving investigators physical evidence tied to the alleged threats—including the recovered knife now at the center of the police case.
Basin was arrested on two counts of first-degree terroristic threatening. His bail was set at $1 million, an extraordinary ending to a confrontation police say began with nothing more than a request to lower the music.
The viral footage does not show every moment described by police. What it does show is an increasingly heated confrontation, followed by a physical clash that ends with Basin on the ground.

Basin is not a random man whose name appeared only after the arrest.
He is running in the Democratic primary for Hawaii’s 2nd Congressional District, challenging incumbent Rep. Jill Tokuda. Hawaii’s primary is scheduled for Saturday, August 8.
His name appears among the filed candidates for the race, and local election coverage has treated him as a longshot contender.
Tokuda issued a blunt response after the beach arrest.
In a statement reported by the outlet, she said violence has no place in public life and argued that people seeking office should be held to a higher standard.
Basin’s attorneys told the outlet that the matter remained under review by the Maui Prosecutor’s Office and declined further comment.
Those are serious allegations, and Basin is entitled to the presumption of innocence. But the latest arrest is even more alarming when viewed against what police say has happened over the past several months.
On May 29, Maui police arrested Basin after a separate incident at a county building in Wailuku.
An official Maui Police Department release said Basin allegedly entered the building while brandishing a firearm and got into a verbal altercation with county employees.
The alleged encounter took place at approximately 9:30 a.m., but Central Dispatch did not receive the report until 10:57. Officers arrived within about five minutes and put part of the building under lockdown while they searched for Basin.
After police verified the information, they issued an all-points bulletin. Officers located Basin in Kihei around 12:30 p.m. and took him into custody without incident on suspicion of first-degree terroristic threatening.
The department also disclosed that officers had escorted Basin out of a South Maui town hall two days earlier after a confrontation involving Maui County Council member Tom Cook and members of Cook’s staff. Police said additional charges from the county-building episode were still under review when the release was issued.

Later reporting added more disturbing context.
Civil Beat reported that police found an unloaded pellet gun and a pistol magazine after Basin’s May arrest. The outlet said he was subsequently charged with two felony counts of terroristic threatening in that case.
The same report said Basin was also facing felony assault charges tied to an incident at Maui Memorial Medical Center less than two weeks later. Court proceedings in both matters were already moving forward before the beach confrontation.
Seven people had also sought protective orders against Basin, according to the outlet. Those filings reportedly included Cook and his executive assistant, Jared Agtunong, who said they feared for their safety following Basin’s behavior around the town hall.
Police also told local media that Basin had been arrested in other incidents involving alleged assault and property damage since May. Together, the cases describe a rapid series of confrontations rather than one isolated episode.
That history changes how the beach footage lands.
The footage shows another confrontation involving a candidate who was already facing multiple serious allegations and multiple court proceedings just days before voters went to the polls.
Basin’s campaign presents him as an attorney, former public defender, small-business owner and father seeking to represent Hawaii’s sprawling 2nd District.
The official campaign pitch focuses on housing, economic opportunity, climate resilience, government accountability and public safety.
But voters are now being asked to process a very different public record.
Days before the primary, one of the candidates on their ballot is being held on $1 million bail after police say a dispute over loud music escalated into threats involving a gun and a knife.
There is a criminal process ahead, and the exact facts will have to be tested in court.
Politically, however, the damage is already impossible to ignore.
A congressional campaign can survive a bad interview, a weak fundraising report or an embarrassing debate.
It is far harder to survive video of a beach confrontation when police say the man at the center of it was already facing felony allegations from another armed encounter.
