Secretary of State Marco Rubio just pointed to a foreign communist regime inside the network funding and organizing radical-left protests in the United States.
Cuba.
Rubio said the demonstrations Americans are watching include organized operations with money and foreign help behind them.
“There’s nothing organic about it,” he said. “It is funded, it is organized, and Cuba is a part of that network.”
The White House rapid-response account posted the warning Sunday:
The charge is bigger than one protest, one activist group or one ugly night in an American city.
Rubio described an influence apparatus that reaches through political organizations, academia and parts of the press—and can be activated against the United States.
The communist government 90 miles from Florida is economically broken, but its intelligence and influence operations are not.
Rubio said Cuba has spent decades building expertise in precisely that kind of political warfare.
He put the threat in blunt terms:

Most Americans who attend a protest may never speak to anyone in Havana.
It means a hostile regime can exploit real domestic anger, move propaganda through friendly organizations, coordinate pressure campaigns and place trained influence operators inside a much larger crowd.
Foreign political warfare works best when most of the people repeating the message never realize where it began.
ADN Cuba reported that an internal “National Rapid Response Plan” circulated by the National Network on Cuba instructed organizers to prepare demonstrations at ICE offices, military bases, recruiting centers and federal buildings if conflict erupted between Washington and Havana.
The planning document reportedly included ready-made messaging, proposed protest locations and a structure for mobilizing events across the country.
The report said the network worked alongside other pro-Cuba organizations and campaigns while presenting the demonstrations as grassroots opposition to American policy.
Organizers were reportedly told to prepare rapid-response actions within 24 to 72 hours of a trigger event. Suggested locations included federal buildings, ICE field offices, military recruiting stations, Air National Guard facilities and major public spaces where cameras would be waiting.
The materials also supplied talking points and digital assets designed to move the same message through different cities. That kind of advance preparation allows a foreign-aligned network to make a coordinated national campaign look like dozens of unrelated local uprisings.
The alleged plan moved beyond anonymous social-media chatter.
It is an alleged organizing plan naming physical targets inside the United States.
Rubio had already identified the Cuban Institute of Friendship with the Peoples, known as ICAP, as a key regime influence and intelligence front. The State Department warned that Americans and foreign nationals working with sanctioned Cuban entities could face legal, financial or immigration consequences depending on their conduct.
The Trump administration has also pushed foreign governments to recognize radical-left political violence as an international security problem instead of dismissing it as isolated street unrest.
In July, Rubio hosted representatives from more than 60 countries for a ministerial focused on the resurgence of far-left political terrorism and violence.
The Associated Press reported that Rubio used the gathering to warn that authorities have repeatedly excused violence when it serves a left-wing cause. He also described the Cuban government’s ideological and intelligence network as a force that helped build the far left across the United States and the Western Hemisphere.
Representatives from more than 60 countries attended the State Department meeting. Rubio placed the assassination of conservative activist Charlie Kirk and the attempts on President Trump’s life inside a broader pattern of political violence that governments can no longer wave away.
The gathering focused on shared intelligence, financial networks and the way ideological movements cross borders. Rubio’s message was that democratic countries cannot investigate each attack as a sealed-off local event when the organizers, money and propaganda channels may be international.
He also challenged the old double standard that treats organized violence from the left as understandable activism while demanding an international crackdown on every threat associated with the right.
The administration’s case against Havana stretches back decades.
Cuba trained intelligence services and security forces throughout Latin America. It embedded personnel inside Venezuela’s repressive apparatus.
The regime also built relationships with activists, academics and political organizations abroad while crushing independent speech at home.
The same regime that jails Cubans for dissent has no principled interest in American civil liberties.
It has an interest in weakening the United States.
That distinction should guide the response.
Americans have a constitutional right to protest. A government investigation should never criminalize peaceful dissent or smear people merely for holding unpopular views.
Foreign direction, covert funding, intelligence work, material support and coordinated attacks on federal facilities are different matters.
Those are legitimate national-security questions, and the public deserves real answers about who pays, who plans and who benefits.
Congress can follow the money.
Federal agencies can enforce registration, sanctions and espionage laws already on the books.
Universities, nonprofit groups and political organizations can be forced to disclose foreign relationships instead of hiding influence behind slogans and layers of friendly intermediaries.
President Trump and Secretary Rubio are refusing to pretend that every domestic pressure campaign begins and ends inside America.
Some of the anger may be local.
The network weaponizing it may not be.
