After the suspect threw the Molotov cocktail the man in the wheelchair was almost immediately on fire.

KOCO reported more on the sadistic attack:
A man in a wheelchair was set on fire outside the Oklahoma City Police Department headquarters by a random man before bystanders jumped in to help.
Video footage shows Alexander Emery throwing a lit Molotov cocktail at the man in the wheelchair and then pushing him into the fire. The incident happened on July 2 near West Main Street and North Lee Avenue in downtown Oklahoma City.
Nearby officers and a bystander quickly intervened, pulling the victim from the flames. The victim is expected to recover, according to authorities.
Emery was arrested on the spot, and police said he admitted to picking the man at random.

WFLA shared what charges Emery faces:
Alexander was arrested and charged with first-degree arson, assault and battery with a deadly weapon, injuring another person by use of an explosive, manufacturing an explosive device, and assault with intent to kill.
