Fox News covered the story from the scene:

The shooter has been identified as 45-year old Victor Mata Villarreal.

NBC News reported further:

The shooting happened around 8 a.m. local time in the 4600 block of West Wall Street. One person was killed, and 10 others were injured.

The suspect, Victor Mata Villarreal, 45, allegedly started firing at police and bystanders and then barricaded himself inside an abandoned veterinary clinic building, the Texas Department of Public Safety said in a news release.

He was found dead inside the building around 12:30 p.m. local time. No law enforcement officers were injured in the shooting, DPS said.

Nine victims were taken to Midland Memorial Hospital, a spokesperson for the hospital said. Three are undergoing surgeries, and one is in recovery. Two others are stable and remain in the emergency department, and three have been discharged.

Another person was taken to Odessa Medical Center Hospital.

A spokesperson for the city could not confirm if all of the victims had been shot.

Villarreal was no stranger to the police…

He was already wanted for attempted capital murder after shooting at law enforcement during a chase just days before carrying out today’s shooting.

AP News reported further on the prior incident involving Villarreal and his criminal past:

A man who opened fire in the West Texas city of Midland in an attack Friday morning that left one person dead and 10 injured had shot at police just days earlier during a chase, authorities said.

The suspect, 45-year-old Victor Mata Villarreal, already was being sought by authorities when he began firing at officers and bystanders in Midland on Friday before barricading himself in an abandoned veterinary clinic, according to the Texas Department of Public Safety…

Mata Villarreal was previously convicted on a 2009 charge of unlawfully carrying a firearm in San Angelo, according to Texas criminal history records. Court records also show Mata Villarreal was arrested a handful of other times.

He was charged in 2003 and 2004 for unlawfully carrying a weapon and unlawful possession of a prohibited weapon, but both cases appear to have been dismissed as part of a plea.
