President Trump’s Department of Homeland Security says ICE has lodged a detainer on an illegal alien from El Salvador who is now charged with raping and sexually abusing a child in Maryland.
This is exactly why border enforcement cannot be treated like a paperwork issue.
DHS identified the suspect as Yerlis Efrain Alvarez-Alvarez.
According to the agency, he already had a final order of removal from an immigration judge before any of this happened.

DHS says law enforcement arrested Alvarez-Alvarez in Harford County, Maryland, on June 5, 2026.
The charges are serious.
DHS says he was wanted for three counts each of second-degree rape, sexual abuse of a minor who was a household or family member, and third-degree sex offense.
Those are charges, and the case still has to move through the courts.
But the public-safety stakes are not hard to understand.
ICE responded by issuing a detainer asking Maryland officials not to release him from jail.
The Department of Homeland Security stated:
WASHINGTON – The United States Department of Homeland Security (DHS) released the following statement after U.S. Immigration and Customs Enforcement (ICE) issued a detainer asking officials in Maryland to not release an illegal alien from jail who is facing charges for rape and sexually abusing a child.
On June 5, 2026, law enforcement arrested Yerlis Efrain Alvarez-Alvarez, a criminal illegal alien from El Salvador with a final order of removal from a judge, in Harford County, Maryland. Alvarez-Alvarez was wanted for THREE counts for each of the following charges: second-degree rape, sexual abuse of a minor-household/family member, and third-degree sex offense.
“This criminal illegal alien from El Salvador is charged with rape and sexual abuse of a child,” said Acting Assistant Secretary Lauren Bis. “Harford County, Maryland cooperates with ICE and will turn him over to ICE custody after he faces justice, so that he cannot threaten or harm another innocent child. Under President Trump and Secretary Mullin, we will NOT allow child predators to be loose in American neighborhoods.”

The part that should anger every parent in America is how he got here in the first place.

So the order to remove him is more than seven years old. The decision to release him into the country is even older.
That cooperation matters.
When local jurisdictions honor ICE detainers, dangerous people get handed off to federal custody instead of released back onto the street.
When they refuse, the public pays for it.
Harford County is doing this the right way.
The Trump administration is making clear it will not tolerate the catch-and-release habits that let cases like this one begin years ago.
A man with a final removal order should never have been in a position to threaten any American child.
