Indiana Republican Lawmakers Propose New Congressional Map

Indiana House Republicans have released a draft of a new congressional map that would give the GOP the edge in all nine of the state’s districts.

The Hoosier State currently has seven House Republicans and two House Democrats in its congressional delegation.

The biggest changes in the proposed map come in the state’s two Democratic-leaning districts, held by Reps. Frank Mrvan and André Carson. Mapmakers split Marion County — home to Indianapolis — into four different districts, essentially diluting the Democrats’ strength in the area.

While the map is in line with President Donald Trump’s request for a GOP sweep, it still faces a number of obstacles in order to pass.

State House Speaker Todd Huston has consistently said his caucus could pass the new map, and Speaker Mike Johnson huddled with lawmakers this weekend in what was described by one person briefed on the call as very “rah rah” ahead of them convening.

The map’s fate in the state Senate, where President Pro Tem Rodric Bray remains opposed, is still uncertain. The White House and other outside groups continue to ramp up pressure on lawmakers resistant to redistricting, and one even faced threats of a pipe bomb over the weekend.

President Trump previously said any Republicans in Indiana who oppose the redistricting effort should be primaried.

“Any Republican that votes against this important redistricting, potentially having an impact on America itself, should be PRIMARIED,” he said.

Carson issued a statement shortly after the map was released:

"Hoosier values matter more than DC threats and bullying. Splicing our state’s largest city—and its biggest economic driver—into four parts is ridiculous. It’s clear these orders are coming from Washington, and they clearly don’t know the first thing about our community. Hoosiers have made their voices heard and won’t stand for it."

Under the current Indiana congressional maps, most of Marion County is in District 7. Under the proposed map, the county would be divided between the 4th, 6th, 7th and 9th districts. T

The 9th district would stretch from the Ohio River before snaking through Brown and Morgan counties before snaking into downtown Indianapolis.

The 7th District would contain just the north eastern corner of the county before moving to cover a variety of counties on the east central part of the state including Hancock, Madison, parts of Delaware, Henry, Randolph and Wayne counties.
