FACT CHECK: The October FEMA Emergency Broadcast System Alert

I’ve held off on writing anything about this because I just didn’t want to “go there”.

I still don’t, but it’s the only thing everyone keeps emailing me about, so I’m going to have to cover it.

This will be a combination of a Fact Check and a Deep Dive, since we can’t really “fact check” a future event.

No one knows what is truly on the horizon, so I’m just going to give you my best read on the situation.

Let’s start with the video that has gone viral and gotten everyone all worked up.

This has major Y2K vibes for me, right down to people taking the day off work, turning phones off all day long, even burying phones in the backyard….

All real things I have seen.

And I’m not here to criticize for any of it!

If that’s what you’re doing, more power to you!

I say it all the time around here when it comes to Emergency Preparedness: what’s the worst outcome?

Nothing bad happens and you were still prepared and now you have some extra food and supplies on hand for the future?

Ok, I’ll take that “downside”!

So I’m not here to criticize anyone, playing it safe is a smart move.

In fact, your microwave is essentially a mini-Faraday cage, so when the time comes on the 4th, go ahead and turn your phone off and place it in the microwave (microwave off!!) and wait out the 30 minutes.

Good plan!

But am I in the camp of thinking we’re all going to turn into zombies because of some frequency emitted by our phones on October 4th?

Or on the backup date of October 11th?

No, I’m not.

Look, I don’t trust FEMA for one minute, and the fact they’re running this has my suspicion and guard up.

But I think the more likely event to happen is that they stage (i.e. False Flag) a real event to happen during the same time the EBS is going off.

That’s what I fear here.

Just like 9/11, when the military was running air defense drills at the EXACT same time as the planes (allegedly) hit the buildings.

It creates mass confusion and perfect cover for a real even to go down.

That’s what I think it much more likely here.

In fact, the timing is very suspect given the EBS is set to occur on the 4th, while Russia is running its own drills just a day before on October 3rd, simulating a nuclear strike:

Do I think we’re all about to have our brains cooked by frequencies beamed out by our phones or to our phones?

No, not really.

Reality is, if they wanted to do that they would just “do it” any time they want, you do realize that right?

So that’s not something I’m going to spend too much time worrying about.

But staging drills where life suddenly imitates art and fiction becomes reality just as it did on 9/11?

I think that’s not only possible but PROBABLE.

Stay on hight alert!

If you can, I think staying home for one day is smart.

FYI – the EBS alert is set to go out on October 4th, but if it doesn’t happen on that day then October 11th is the backup date.

Isn’t it strange they already have a backup date?

Why wouldn’t it be able to sound on the 4th?

It’s almost as it they need a couple other things to happen as well at the same time, and if something goes wrong executing that plan, then they’ll just “do it” on October 11th.

Now THAT concerns me….

Test Messages Will be Sent to All TVs, Radios and Cell Phones

WASHINGTON — FEMA, in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) this fall.

The national test will consist of two portions, testing WEA and EAS capabilities. Both tests are scheduled to begin at approximately 2:20 p.m. ET on Wednesday, Oct. 4.

The WEA portion of the test will be directed to all consumer cell phones. This will be the third nationwide test, but the second test to all cellular devices. The test message will display in either English or in Spanish, depending on the language settings of the wireless handset.

The EAS portion of the test will be sent to radios and televisions. This will be the seventh nationwide EAS test.

FEMA and the FCC are coordinating with EAS participants, wireless providers, emergency managers and other stakeholders in preparation for this national test to minimize confusion and to maximize the public safety value of the test.

The purpose of the Oct. 4 test is to ensure that the systems continue to be effective means of warning the public about emergencies, particularly those on the national level. In case the Oct. 4 test is postponed due to widespread severe weather or other significant events, the back-up testing date is Oct. 11.

The WEA portion of the test will be initiated using FEMA’s Integrated Public Alert and Warning System (IPAWS), a centralized internet-based system administered by FEMA that enables authorities to send authenticated emergency messages to the public through multiple communications networks. The WEA test will be administered via a code sent to cell phones.

This year the EAS message will be disseminated as a Common Alerting Protocol (CAP) message via the Integrated Public Alert and Warning System-Open Platform for Emergency Networks (IPAWS-OPEN).

All wireless phones should receive the message only once. The following can be expected from the nationwide WEA test:

Beginning at approximately 2:20 p.m. ET, cell towers will broadcast the test for approximately 30 minutes. During this time, WEA-compatible wireless phones that are switched on, within range of an active cell tower, and whose wireless provider participates in WEA, should be capable of receiving the test message.

For consumers, the message that appears on their phones will read: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”

Phones with the main menu set to Spanish will display: “ESTA ES UNA PRUEBA del Sistema Nacional de Alerta de Emergencia. No se necesita acción.”

WEA alerts are created and sent by authorized federal, state, local, tribal and territorial government agencies through IPAWS to participating wireless providers, which deliver the alerts to compatible handsets in geo-targeted areas. To help ensure that these alerts are accessible to the entire public, including people with disabilities, the alerts are accompanied by a unique tone and vibration.

Important information about the EAS test:

The EAS portion of the test is scheduled to last approximately one minute and will be conducted with the participation of radio and television broadcasters, cable systems, satellite radio and television providers and wireline video providers.

The test message will be similar to the regular monthly EAS test messages with which the public is familiar. It will state: “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 14:20 to 14:50 hours ET. This is only a test. No action is required by the public.

Now let me end with the flip side of the issue….

I’ve told you what I’m concerned about and what I’m not really concerned about, but I do like and trust Todd Callender, and he went on SGT Report recently (who does great work) to explain why he DOES think we all might get cooked.

I’ve enjoyed Todd’s work in the past, but I have to say his logic and facts here are lacking — in my estimation — but perhaps he knows something I don’t.
