CIA Director: We’re Exploring Manhattan Project-Style Program To Ensure America Leads AI Race

President Donald Trump came into office with a vow to restore America’s role as a global leader, and his first-week actions have already made good on at least some of those promises.

During a recent event promoting a new artificial intelligence initiative called Project Stargate, the president signaled a desire to put the U.S. at the forefront of this powerful and potentially dangerous emerging technology.

Incoming CIA Director John Ratcliffe affirmed his commitment to that goal in a recent interview with Breitbart News:

“When you talk about AI, one of the things I want to explore is whether we can expand and establish a national laboratory for the development of AI to help the U.S. government leverage emerging technology to make sure American leadership is that,” Ratcliffe told Breitbart News in his first interview as CIA director last week. He was confirmed last week by the U.S. Senate into the position and spoke exclusively with Breitbart News about how he intends to, as directed by Trump, remove politics from the world’s most preeminent intelligence service and restore it to its critical functions of intelligence-gathering and preparing the U.S. government with the best possible information. Ratcliffe also toldBreitbart News that he would be pushing to formally determine if COVID leaked from the Wuhan Institute of Virology, something he has since done as director of the CIA.

Ratcliffe explained the idea for national laboratories dates back to the Manhattan Project, where the U.S. government helped scientists develop nuclear weapons that won World War II for the United States and allied nations. He said the recent announcement from Trump of “Project Stargate,” the half-trillion-dollar initiative to promote AI, could be expanded upon to include more public-private partnerships akin to the Manhattan Project that get the U.S. out in front of the nation’s adversaries on AI.

The Stargate Project is a new company which intends to invest $500 billion over the next four years building new AI infrastructure for OpenAI in the United States. We will begin deploying $100 billion immediately. This infrastructure will secure American leadership in AI, create hundreds of thousands of American jobs, and generate massive economic benefit for the entire world. This project will not only support the re-industrialization of the United States but also provide a strategic capability to protect the national security of America and its allies.

The initial equity funders in Stargate are SoftBank, OpenAI, Oracle, and MGX. SoftBank and OpenAI are the lead partners for Stargate, with SoftBank having financial responsibility and OpenAI having operational responsibility. Masayoshi Son will be the chairman.

Arm, Microsoft, NVIDIA, Oracle, and OpenAI are the key initial technology partners. The buildout is currently underway, starting in Texas, and we are evaluating potential sites across the country for more campuses as we finalize definitive agreements.

As part of Stargate, Oracle, NVIDIA, and OpenAI will closely collaborate to build and operate this computing system. This builds on a deep collaboration between OpenAI and NVIDIA going back to 2016 and a newer partnership between OpenAI and Oracle.

This also builds on the existing OpenAI partnership with Microsoft. OpenAI will continue to increase its consumption of Azure as OpenAI continues its work with Microsoft with this additional compute to train leading models and deliver great products and services.

All of us look forward to continuing to build and develop AI—and in particular AGI—for the benefit of all of humanity. We believe that this new step is critical on the path, and will enable creative people to figure out how to use AI to elevate humanity.

Trump weighed in on the possibilities of the controversial project, as AP News reported earlier last week:

The new entity, Stargate, will start building out data centers and the electricity generation needed for the further development of the fast-evolving AI in Texas, according to the White House. The initial investment is expected to be $100 billion and could reach five times that sum.

“It’s big money and high quality people,” said Trump, adding that it’s “a resounding declaration of confidence in America’s potential” under his new administration.

Joining Trump fresh off his inauguration at the White House were Masayoshi Son of SoftBank, Sam Altman of OpenAI and Larry Ellison of Oracle. All three credited Trump for helping to make the project possible, even though building has already started and the project goes back to 2024.

“This will be the most important project of this era,” said Altman, CEO of OpenAI.

Ellison noted that the data centers are already under construction with 10 being built so far. The chairman of Oracle suggested that the project was also tied to digital health records and would make it easier to treat diseases such as cancer by possibly developing a customized vaccine.
