Measure For Democrat-Led State To Secede Clears First Hurdle


California Secretary of State Shirley Weber announced a ballot initiative requiring a vote on whether California should become an independent country.

“Secretary of State Dr. Shirley N. Weber announced that the proponent of a new initiative was cleared to begin collecting petition signatures on January 23, 2025,” a press release read.

“The Attorney General prepares the legal title and summary that is required to appear on initiative petitions. When the official language is complete, the Attorney General forwards it to the proponent and to the Secretary of State, and the initiative may be circulated for signatures. The Secretary of State then provides a calendar of deadlines to the proponent and to county elections officials,” it continued.

If enacted, the measure would appear on the ballot in November 2028.

After all, the idea of California becoming its own country has been around for decades. The state flag still commemorates the 25 days it was once its own republic. Even Gov. Gavin Newsom has slipped and called it a “nation state” more than a few times.

The fires have brought Californians together, said Michael Bryant, 56, whose girlfriend’s Malibu home burned down. But recent events haven’t brought them closer to the rest of the country.

“If what I see coming down the pike from the current (Trump) administration, if it goes in the direction that I think it’s going to go, I think that seceding is something that needs to be considered,’’ he told USA TODAY, while walking with his dog at Venice Beach on Thursday. “I don’t know if I’m un-American for feeling that, but that’s how I feel.’’

California’s first ballot initiative for the November 2028 election has been filed and cleared for signature gathering. It would allow the Golden State to become its own country—separate from the United States.

If enacted, the measure would ask voters: “Should California leave the United States and become a free and independent country?”

According to the guidelines, if at least 50% of registered voters participated and at least 55% voted “yes,” it would constitute “a vote of no confidence in the United States of America.” Furthermore, it would express the “will of the people of California” to become an independent country.

According to the initiative’s language, it would not change California’s current government or relationship with the U.S. However, it would create a commission to report on California’s viability as an independent country.

The initiative estimates one-time election-related costs, and forming a commission on national sovereignty and independence would cost $10 million. It estimates that operating the commission would take another $2 million in annual state costs.

The deadline for circulation is July 22. The initiative requires 546,651 signatures.
