The House Committee on Oversight and Accountability launched an “investigation into the Biden-Harris Administration using taxpayer funded resources to fly Ukrainian President Volodymyr Zelensky to Pennsylvania to campaign for Vice President Kamala Harris ahead of the 2024 presidential election.”
“In 2019, the Democrat-controlled House of Representatives impeached President Donald J. Trump for abuse of power under the theory that he attempted to use a foreign leader—Ukrainian President Volodymyr Zelensky—to benefit his 2020 presidential campaign, despite a lack of any evidence of wrongdoing on the part of President Trump. The Biden-Harris Administration recently flew the same foreign leader—Ukrainian President Volodymyr Zelensky—on an American-taxpayer-funded flight to Pennsylvania, a battleground state in the upcoming 2024 presidential election, which has been described as the ‘trickiest battleground for Vice President Kamala Harris to win.’ The Committee seeks to determine whether the Biden-Harris Administration attempted to use a foreign leader to benefit Vice President Harris’s presidential campaign and, if so, necessarily committed an abuse of power,” Oversight Committee Chairman James Comer wrote.
Zelenskyy visited an ammunition factory in Scranton, where Pennsylvania Gov. Josh Shapiro signed artillery shells.

"I’m seeking documents from the White House, Department of Defense, and Department of Justice regarding the Biden-Harris Administration’s misuse of government resources that allowed Zelensky to interfere in the 2024 presidential election. If the Biden-Harris Administration attempted to use a foreign leader to benefit the Vice President’s presidential campaign, this is an abuse of power and misuse of taxpayer dollars," Comer said.

Zelensky, who spoke Wednesday at the United Nations in New York, has expressed concern that Trump would force him to cede Russian-occupied territory to end the 31-month-old war if the Republican reclaims the White House.
ADVERTISEMENTAt a campaign event Wednesday in North Carolina, Trump accused Zelensky of “making little nasty aspersions toward your favorite president, me.”
The 45th president added that Russian President Vladimir Putin invaded Ukraine in February 2022 due to the “stupidity of what [Biden and Harris] said” and that “Biden and Kamala allowed this to happen by feeding Zelensky money and munitions like no country has ever seen before.”
“Every time he came to our country, he’d walk away with $60 billion — probably the greatest salesman on Earth. But now Ukraine is running out of soldiers. They’re using young children and old men because their soldiers are dying,” Trump said.
“We continue to give billions of dollars to a man who refuses to make a deal, Zelensky. There was no deal that he could have made that wouldn’t have been better than the situation you have right now. You have a country that has been obliterated.”
Meanwhile, House Speaker Mike Johnson (R-La.) demanded Wednesday that Zelensky “immediately fire” Kyiv’s envoy to the US, Oksana Markarova, who Johnson said organized the Pennsylvania trip.

Trump was expected to meet with the Ukrainian President on Thursday at Trump Tower, but a Trump campaign official told NBC News Wednesday that the meeting was not happening. When asked why, a source familiar with the matter pointed to Zelenskyy’s New Yorker interview.
ADVERTISEMENTIn an interview published Sunday by the New Yorker, Zelenskyy said that Trump’s running mate, Ohio Sen. JD Vance was “too radical” and his message “seems to be that Ukraine must make a sacrifice,” in ending the war with Russia.
When asked if Ukraine should cede land in exchange for a ceasefire with Russia in a press conference Wednesday, Vance said “everything is going to be on the table.”
Comer’s letter also criticized the timing of the visit with the publishing of Zelenskyy’s comments regarding Trump’s running mate.
The ammunition factory that Zelenskyy visited is operated by General Dynamics and manufactures components for 155 mm artillery shells, a crucial piece of ammunition to Ukraine’s battle efforts. The United States had shipped more than 3 million rounds of it to Ukraine since February 2022, according to a Pentagon fact sheet from July 2024.
