Congress Overwhelmingly Passes Three-Month Spending Bill Without SAVE Act


The House of Representatives overwhelmingly passed a three-month CR to fund the federal government through December 20th.

Shortly after, the Senate passed the measure.

“The Senate voted 78-18 Wednesday evening, shortly after the House passed the same measure on a 341-82 vote, with all opposition in both chambers coming from Republicans,” NBC News reports.

Per NBC News:

House Republican leaders, facing defections within their ranks, relied heavily on Democratic votes to approve the short-term measure. It now heads to President Joe Biden, who plans to sign it well before the Tuesday shutdown deadline. Both chambers are set to adjourn this week for a lengthy recess and will not return to Washington until after the Nov. 5 election.

The package, negotiated by House Speaker Mike Johnson, R-La., and top Democrats, would fund the government at current levels through Dec. 20, setting up another spending fight right before the holidays. It would also provide $231 million in additional money for the Secret Service, including for operations related to the presidential campaign, in the wake of two apparent attempts to assassinate Trump.

Trump has publicly insisted that congressional Republicans shut down the government unless they can enact the proof-of-citizenship election legislation, known as the SAVE Act, even though it’s already illegal and rare for noncitizens to vote in federal elections.

“Nothing changes if nothing changes. House not picking a fight/strategy (killed SAVE Act + 6mo, Trump pen, no power of purse) allows DC to default to the status quo and a CR until December 20. I’m a hard no on CR,” Rep. Chip Roy (R-TX) said.

“I will not support the DC addiction to overspending. We must bring fiscal sanity back to America and get real results. We must force Schumer to pass H.R. 2 to secure our borders. We must have election integrity to secure our elections. I will vote NO on a clean CR. American Prosperity > DC Greed,” Rep. Cory Mills (R-FL) said.

The funding measure that passed Wednesday was not House Speaker Mike Johnson’s first choice. Last week, he proposed a six-month extension that would also include the Safeguard American Voter Eligibility Act, which would require people to prove they are United States citizens before they can vote.

“The best play under the circumstances was the CR with the SAVE Act,” Johnson said ahead of the vote on the funding extension. “But we came a little short of the goal line, so we have to go with the last available play.”

The Wednesday bill sets up another funding battle at the end of the year shortly before the Christmas holiday, when both sides will have different context – namely, who will control the White House next year – as they negotiate funding levels.

Meanwhile, Rep. Thomas Massie (R-KY) called out Johnson for setting up a fake fight to pass the government funding bill.

“I refuse to be a thespian in the Speaker’s failure theater. The 6 month continuing resolution with the SAVE Act attached is an insult to Americans’ intelligence. The CR doesn’t cut spending, and the shiny object attached to it will be dropped like a hot potato before passage,” Massie said.
